FLOWERS, ROBERT C. (1923 ~ 2009). The following is an obituary for Robert C. "Bob" Flowers, former Executive Director of the Texas State Commission on Judicial Conduct. The obituary was provided by Weed, Corley, Fish Funeral Home. 

"Robert Flowers, 85, of Austin, Texas, died August 26, 2009. Bob was born in Bayside, Refugio County, Texas, on December 22, 1923. He was one of three children born to the late Robert Sr. and Nettie Flowers. Bob was reared on the Flowers family ranch near Charlotte, Atascosa, County, Texas; an area of the state that he dearly loved. As a matter of fact, during the rest of his life, he spent many happy hours chasing white tail deer and blue quail in the brush country. After graduating from Charlotte High School he enrolled in Texas A & M College, and studied there until he was classified as a mid-term sophomore. At that time he joined the U.S. Army Air Corps as an aviation cadet. He served as a bombardier instructor on B-24s the rest of WWII. On August 30, 1945, Bob married Donna June Haas, a lovely freshman from the University of Nebraska at Lincoln. After being discharged from the service he then returned to Texas A & M and earned a Bachelor of Science degree. Upon graduating from Texas A & M, Bob enrolled and received a law degree from the University of Texas Law School.

After graduation they remained in Austin and he was in private practice for nine years. Bob joined the Attorney General's Office and served under three Attorney Generals. He was involved in several major investigations and as Chief of the Enforcement Division at the Attorney General's Office, Bob argued the landmark case, Roe V. Wade, before the Supreme Court of the United States. For ten years he served as Administrative Assistant, Executive Director and Deputy Director of the Governor's Office of Criminal Justice during the terms of Governor Dolph Briscoe and Governor William Clements. In 1983 he became the Executive Director of the Texas State Commission on Judicial Conduct and served as such until retirement in 1999. Bob received many honors and awards during his long tenure as a state official. His family came to Texas in 1823 and as a fifth generation Texan it suited him well to serve our great state.

Bob is survived by Donna Flowers, his wife of 64 years. He is also survived by their three children, daughters Jyl Cole and husband, Grant, of Austin and Washington, NH and Tracey Bess Flowers, of Houston. Son Robert Flowers III and wife Lydia, of Austin. Grandchildren, Alex Cole, Will Cole and wife Robin, Kate Cole Smith and husband Paul, Joseph Flowers and wife Lauren, Angela Flowers, Amanda Flowers, Andrea Flowers and Joshua Flowers, and great-grandson Michael Flowers. He is also survived by his sister Betty Jean Hicks of San Antonio.

Pallbearers are Alex Cole, William Cole, Joseph Flowers, Joshua Flowers, Chief Justice John T Boyd and Paul R. Smith. Honorary pallbearers are the great judges of Texas and members of the Wedding Ring Sunday school class.

If you would like to honor Bob, the family prefers that donations be made to the Alzheimer's Association of Austin, Wounded Warriors Project, or the Endowment Fund of the First Methodist Church of Austin at P.O. Box 1666, Austin, Texas 78767.

The family will receive friends from 6:00 to 8:00 p.m. on Sunday, August 30, 2009 at Weed-Corley-Fish Funeral Home, 3125 N. Lamar Blvd.

Graveside services will be conducted at 10:00 a.m. on Monday, August 31, 2009, at the Texas State Cemetery, 909 Navasota St., Austin.

Memorial services will follow the burial at the First United Methodist Church, 1201 Lavaca St., Austin, Texas, at 11:30 a.m. Rev. John McMullen will officiate the services."
