TOUCHY, HUGO ALFRED (1925 ~ 2022). The following is an obituary for Hugo Touchy, former Texas Senior District Court Judge. The obituary was provided by Schmidt Funeral Home of Katy.

1925-2022

Hugo Alfred Touchy, 96, was born September 24th, in the year of Our Lord 1925, in Lake Charles, LA, to Henri Hugo Touchy and wife Nellie Louise Touchy. His paternal grandparents were Victor Armant Touchy (ne DeLaTouche) and Dorise Pithon Touchy. His maternal grandparents were Charles Stewart and Julia O'Sullivan Stewart. Judge Touchy's wife, Ollie Faye Touchy, preceded him in death. Surviving Judge Touchy are his children, Patricia E. Cook, Cynthia T. Leatherwood, Stephen H. Touchy, and Hugh P. Touchy; twelve grandchildren and twelve great grandchildren.

A graduate from De La Salle Normal High School in Lafayette, LA in 1941; from College of Santa Fe in Santa Fe, New Mexico 1950, he taught school for five years, before enlisting in the United States Coast Guard from 1950-53, honorably discharged. He then enrolled in the University of Houston Law School. He was a member of the Scholastic Legal Fraternity, Phi Delta Phi, a scholastic achievement legal fraternity, several St. John Garwood Awards, and graduated in 1956.

Judge Touchy was licensed to practice law by the Texas Supreme Court in all the Texas courts; by the Federal Southern District Court; and the Federal United States Court of Appeals for the Fifth Circuit.

After graduating, he was appointed an Assistant City Attorney by Mayor Oscar Holcombe from 1956-59. He then served with County Attorney Joe Resweber as an Assistant County Attorney from 1959-1961. Invited by Judge Bill Hatten to be his law partner from 1961-1970, he was in private practice until he became Justice of the Peace Pct One, in 1968, 1970 and 1973 when he was elected to Harris County Civil Court at Law #3. He served in that capacity until 1983, when Governor Mark White appointed him to the 129th District Court, Harris County, Texas. He retired from that position on December 31st, 1992, and continued to serve as a Senior District Judge visiting until the end of 2012.

Judge Touchy enjoyed the practice of Law and serving as a Judge; and also enjoyed publishing legal articles in the Texas Law Journal, The American Law Journal, The American Judicature Journal, as well as lecturing at legal symposiums sponsored by the Bar Associations.

He was a member of the American Legion, a lifetime member of the Houston Fat Stock Show (Rodeo), The Fraternal Order of the Eagles, the Herman Sons, and the Fort Bend Bar Associating. He had been a member of the American Bar and the Houston Bar for many years. As a lifelong practicing Catholic, he died a member of the Epiphany of the Lord Catholic Church of Katy, Texas.

The family will receive friends from 4:00 p.m. to 8:00 p.m. on Sunday, April 10, 2022, at the Schmidt Funeral Home Grand Parkway Chapel, in Katy. Mass will be celebrated at 11:00 a.m. on Monday, April 11, 2022, at Epiphany of the Lord Catholic Church, in Katy, with Rev. Tom Lam, Celebrant. A private graveside service will be held at the Texas State Cemetery in Austin.
