MILLARD, RICHARD WESLEY (1923 ~ 2006). The following is an obituary for Richard W. Millard, former district judge. The obituary was published in the October 18, 2006 edition of the Houston Chronicle.

"JUDGE RICHARD W. MILLARD passed away at home surrounded by loving family on October 14, 2006 at age 82. A man of integrity, courage and tremendous love of family, Judge Millard was blessed with a temperament and keen sense of justice perfectly suited for his calling to the judiciary. He loved the law and was regarded by fellow judges and lawyers for his legal intellect, wisdom and compassion. Judge Millard enjoyed a reputation for fairness and commitment to equal justice.

Judge Millard was born in Galveston, Texas on December 21, 1923, the son of Richard B. Millard and Ruth Millard. He was preceded in death by his parents, his brothers Dean Millard and Gene Millard, and his sister Shirley Dalrymple. He is survived by Frances Frazier Millard, his adored wife of fifty-six years; son, Michael D. Millard; daughter, Judge Lisa A. Millard; and son, John R. Millard and wife Debra L. Millard. He is also survived by his grandchildren, Shannon Jeffcoat and husband Lawrence Jeffcoat; Sean E. Millard; Lauren M. Millard; and great grandchildren, Peyton E. Jeffcoat and Colin Richard Jeffcoat. He is also survived by his sister, Phyllis Martin and husband William Martin, and by many nieces and nephews.

Judge Millard was a veteran of the United States Marine Corps, serving his country bravely during World War II and the Korean War. During the war, he served in the Pacific theater, participating in the Solomon Islands campaign, including amphibious assaults at Vella Lavella, Bougainville and Guadalcanal.

After the war, he returned to complete his education at his beloved Texas A&M University, Class of 1950. He attended law school at South Texas College of Law. After practicing law for several years, he served as Judge of various courts including Justice of the Peace, Precinct 1, County Criminal Court at Law No. 7, the 152nd Civil District Court and later the 189th Civil District Court. He was a retired Senior Judge, 189th Civil District Court, until his death. Judge Millard was extremely proud to serve as a Judge at the same time as his daughter, Judge Lisa Millard, having the honor and privilege of swearing her in as Judge of the 310th Family District Court.

Judge Millard was a long-time member and former vestryman of St. Christopher's Episcopal Church. He was a fiercely loyal Texas Aggie and avid football fan. He traveled extensively throughout the world and had a lifetime passion for history, art, culture and ancient civilizations. His wife, children, grandchildren and great grandchildren were an immense source of pride and pleasure in his life. Judge Millard's family would like to extend their heartfelt gratitude to the many friends and caregivers who helped so much during the final months of his life.

Funeral Services will be held at 10:00 a.m. on Friday, October 20, 2006 at St. Christopher's Episcopal Church, 1656 Blalock, with a reception immediately following at the church. Interment will take place at the Texas State Cemetery in Austin, following a private memorial service.

In lieu of flowers and donations, the family requests that friends, colleagues and family 'Commit for Life' by donating blood to the Gulf Coast Regional Blood Center."
