Bomer, Elton L. (1935 ~ ). Elton Bomer was appointed by Governor George W. Bush as Texas' 101st Secretary of State effective January 11, 1999. Among his many duties, Secretary Bomer serves as Senior Advisor to the Governor, Chief Elections Officer, Chief International Protocol Officer, filing officer for business and commercial documents, and the Governor's lead liaison on Mexico and border issues.
Prior to his appointment, Secretary Bomer served as Texas Insurance Commissioner from February, 1995 to January, 1999. From 1991 until his appointment as Texas Insurance Commissioner, Bomer served as a member of the Texas House of Representatives for District 11, which includes the East Texas counties of Anderson, Cherokee, and Freestone. He also served in the Texas House from 1981 to 1985. In 1993, Texas Monthly named his as one of the state's "10 Best" legislators. In 1996, Governor Bush asked Bomer to serve as chairman of a Citizen's Committee on Property Tax Relief. Hearings were held throughout the state as part of the Governor's effort to find an alternative to school property taxes.
He has served on the boards of Sprint/United Telephone Midwest Group and East Texas National Bank, Palestine, Texas. He also has served as senior vice president for the bank and represented IBM as a computer sales and marketing manager. Secretary Bomer was born July 30, 1935. He is a 1959 graduate of the University of Houston.
